We’re now looking for an Analyst to join us as part of the Performance and Reporting Directorate. 

This is a specialist role that blends technical expertise with public impact by supporting regulatory decisions that will shape how billions are invested in Scotland’s water infrastructure. 

You’ll join a dynamic and highly skilled team based in Stirling, with flexibility to work remotely part of the week. If you want your expertise to influence long-term change and deliver real value for customers, this could be the role for you.

What you’ll be doing

Working with moderate supervision, the role involves handling and interpreting data in the Pricing and Performance Directorate including assisting with communications to internal and external stakeholders. The Analyst is expected to demonstrate growing confidence and capability in their analysis and collaborative working.

Key responsibilities include:

  • Performance and Reporting Analysis: Contribute to the analysis of economic, financial, and engineering data to support the Strategic Review of Charges, the monitoring of Scottish Water’s performance against agreed outcomes and the reporting of performance.
  • Data and Financial Modelling: Support the development and maintenance of data models used in regulatory and financial assessments. Contribute to the periodic price review by building and testing models, ensuring consistency and quality of inputs.
  • Policy and Industry Insight: Contribute to the team’s understanding of current and future industry challenges. Assist in the preparation of internal and external policy papers, briefing notes, and responses to consultations.
  • Communication and Documentation: Draft clear and well-structured documentation for colleagues, the Commission, and external stakeholders. Present work in team settings and contribute to discussions, ensuring that findings are communicated accurately and accessibly.
  • Understanding of Risk: Basic understanding of risk management and WICS Risk Management Framework.
  • Team Support and Development: Collaborate effectively with team members, sharing insights and learning, especially with Trainee Analysts. Seek guidance where needed, offer peer support, and contribute to a supportive team culture. Demonstrate curiosity and openness to professional development. 

Who we’re looking for

We’re looking for a technically confident and strategically minded professional. You will need:

  • Graduate qualification and/or equivalent professional experience in economics, statistics or an equivalent engineering or science degree. 
  • At least two years of relevant work experience. 
  • Strong analytical skills with experience in economics, finance or qualitative policy analysis. 
  • Ability to interpret and present data effectively.
  • Knowledge of investment appraisal and performance reporting.
  • Excellent communication skills and the ability to present technical insight clearly to non-technical audiences.
  • Confidence in engaging with senior stakeholders and managing external consultants.

We also value (but do not require):

  • Knowledge of the Scottish water sector and public finance framework
  • Experience with regulatory environments or utilities governance
  • Familiarity with net zero and carbon analysis in infrastructure planning

Selection

Applicants will be initially selected through assessment of the CV and Cover Letter. Successful candidates will then be invited to an in-person assessment centre day to assess analytical capability. The final stage will be a competency-based interview.
